People have a better time using Wolfram if they make sure that their browser is configured to request new pages from the server every time the page is visited.

On internet explorer, this is done by:

* Going to the "tools" menu and selecting "internet options" (at the bottom of the menu)

* Make sure that the pop-up window is on the tab labeled "general"

* In the middle of this tab is a section called "temporary internet files", click on the button called "settings"

* At the top of the settings pop up, in the section labled "check for newer versions", make sure that "Automatically" or "Every time you visit the page" is selected.

If you don't see tickets after you add them, or if you appear unable to change who is assigned a ticket, or if you make changes that don't happen, I'd betting that the temporary files settings on your Internet browser is set to check for newer versions "never." By changing your settings to "never" I was able to reproduce the issue I witnessed while working with people who experienced these problems. By selecting "Automatically", as described above, the issue disappears.
